Uitnodiging Seminar Klimaatverandering: Een ‘second opinion’

Klimaatverandering neemt thans een belangrijke plaats in in de maatschappelijke discussie, maar daarbij doelt men gewoonlijk niet (meer) op de natuurlijke variabiliteit van het klimaat, maar op de vermeende menselijke bijdrage daaraan, vooral als gevolg van de uitstoot van CO2, dat vrijkomt bij het verstoken van fossiele brandstoffen.
Volgens het Intergovernmental Panel on Climate Change (IPCC: het klimaatpanel van de VN) zou de menselijke invloed met een aan zekerheid grenzende waarschijnlijkheid vanaf het midden van de vorige eeuw, voor meer dan de helft hebben bijgedragen aan de opwarming die sinds die periode heeft plaatsgevonden.
Maar is dit wel zo?
Het publiek wordt voortdurend opgeschrikt door publicatie van steeds weer nieuwe scenario's - de één nog rampzaliger dan de ander - die een naderende klimaatcatastrofe aankondigen. Daarbij valt op dat het tegengeluid slechts zwak in het publieke debat doorklinkt, terwijl het in het officiële circuit nagenoeg geheel afwezig is. Vaak wordt beweerd: ‘The science is settled’ en ‘All scientists agree’. Bij nader inzien blijkt dat echter niet het geval te zijn. Wereldwijd hebben tienduizenden wetenschappers zich publiekelijk gedistantieerd van de menselijke broeikashypothese. Zij achten de menselijke bijdrage aan klimaatverandering gering tot onbeduidend. Hun stemmen worden in de discussie echter nauwelijks gehoord, mede omdat zij buiten de officiële kaders, zoals het IPCC, actief zijn. In de afgelopen jaren is echter welhaast spontaan een wereldomspannend netwerk van honderden zogenoemde klimaatsceptische wetenschappers gegroeid, die dankzij internet dagelijks met elkaar communiceren.
Naar aanleiding van het verschijnen van het Vierde Assessment Rapport van het IPCC (AR4) heeft een aantal van hen de handen ineen geslagen en zich gegroepeerd in het NIPCC (Non-Governmental International Panel on Climate Change). Dit is uitgemond in de publicatie: ‘The Science is Not Settled: Major Issues Remain Unresolved by the IPCC. Human Contribution to Warming is Insignificant. CO2 is Not a Pollutant.’ Dit rapport, waarvan hieronder een samenvatting staat, zal binnenkort worden gepubliceerd op de website van de Groene Rekenkamer ( op het adres: www.groenerekenkamer.nl/nipcc ). Hoofdauteur prof S. Fred Singer zal de inhoud op 3 juli nader toelichten.

The UN-IPCC Working Group-1 (Science) fails to consider important scientific issues - any one of which would upset its major conclusion that current warming is dominated by anthropogenic (human-caused) causes.
1. The IPCC does not apply generally accepted methodologies to determine what fraction of current warming is natural or how much is caused by the rise in greenhouse-gases. Yet a comparison of ‘fingerprints’ from best available observations with the results of state-of-the-art greenhouse-models leads to the conclusion that the (human) contribution is minor. This result, evidently, contradicts the major IPCC conclusion and therefore has important consequences for policy, including implications for the Working Group-2 and WG-3 conclusions and recommendations.
2. The IPCC continues to ignore the overwhelming evidence that, on decadal time scales, the sun is responsible for much of past climate change. It is therefore highly likely that the sun is also a major cause of 20th century warming.
3. The IPCC has not evaluated properly the ‘sinks’ for anthropogenic CO2 -and in particular, the role of a warming ocean. Yet basic physics and much empirical data suggest that both CO2 absorption from the atmosphere and release into the atmosphere of dissolved CO2 must play a role. Until these processes are better understood, one cannot reliably evaluate the effects of proposed CO2 emission controls.
4. The IPCC ignores, or addresses imperfectly, other science issues that call for discussion and explanation. This lack of understanding means that the science is far from settled. Costly efforts to mitigate climate change are misguided - and certainly premature.
